Reducing container cold start times using SOCI index on DLAMI and DLC

AWS enabled SOCI (Seekable OCI) snapshotter support on Deep Learning AMIs and Containers, allowing lazy loading and parallel pulls to reduce multi-minute container cold starts for large ML images. It matters for teams running GPU training and inference at scale, but it is an incremental infrastructure optimization rather than a major industry signal.
